Operating intelligent systems across jurisdictions is no longer a purely technical challenge; it is a strategic exercise in regulatory arbitrage and compliance engineering. For product teams building AI-enabled products—whether in robotics, biotech, financial services, or consumer applications—the choice of where to develop, test, and launch determines the speed of iteration, the cost of compliance, and the viability of the business model. The global regulatory landscape is fragmenting into distinct models: the EU’s rights-based, ex-ante supervision; the US’s sectoral, enforcement-led approach; China’s state-centric governance; the UK’s pragmatic, principles-based regime; Japan’s risk-balanced “soft law” orientation; and Singapore’s business-enabling, tool-focused framework. Understanding how these regimes define regulated actors, classify risk, impose transparency duties, and enforce penalties is essential for product planning.

This article analyzes these models through the lens of a developer’s playbook, focusing on practical implications for product lifecycle decisions. It distinguishes between legal instruments and their binding force, clarifies who is regulated and how obligations flow through supply chains, and maps risk classification to operational controls. Who Is Regulated

Regulated entities include:

  • Providers of generative AI services accessible to the public in China.
